2020年2月，因應口罩需求增加，行政院批准建造60條口罩產線的計劃 [1]。其中全部92條口罩產線若發揮8成產能，日產能仍有800萬片 [1]。
早在3月初，當帛琉出現一名疑似武漢肺炎症狀的美國籍人士後，台灣方面便透過視訊指導當地醫生採檢，並將檢體送到台灣檢驗。 [2]3月18日，台灣外交部和美國在台協會處長酈英傑發出防疫夥伴關係聯合聲明，將展開快篩檢驗研發、疫苗研究生產、藥品研究生產、追蹤接觸者技術科技、舉行科學專家會議、以及醫療用品設備交流等合作措施來對抗疫情。 [3]不過在3月23日，外交部長吳釗燮赴立法院外交及國防委員會報告，表示目前對友邦的醫療援助以因地制宜、就地採購原則，口罩等物資則要滿足台灣需求才會考慮輸出，而目前時候還不到 [4]。
3月30日，台灣與澳洲達成協議，以台灣的不織布交換澳洲的酒精原料。 [5]3月31日，台灣多家醫療院所向友邦分享武漢肺炎的防疫管理作法，協助加強後者的防疫能力。 [6]
4月1日，總統蔡英文在總統府發表談話，表示將會與全球其他國家合作，捐贈1,000萬片口罩給疫情嚴重的國家。 [7]其後，外交部宣布將捐贈美國200萬片口罩、部分歐洲疫情嚴重國家700萬片口罩、以及友邦100萬片口罩，並且考慮在未來納入新南向國家 [8]。4月9日，外交部宣布啟動第二波國際援助行動，將捐贈共600萬片外科手術口罩給東南亞、歐洲及拉丁美洲等國家。 [9]
4月2日，歐盟執委會主席Ursula von der Leyen推文感謝台灣承諾捐贈歐盟會員國560萬片外科口罩。 [10]同日，帛琉駐聯合國常任代表Ngedikes Olai Uludong在推特發文表示，當帛琉向全球求援時，只有台灣在武漢肺炎疫情期間提供援助，並貼出來自新光醫院的物資照片。 [2]
