Extratropical cyclone, remnant low, tropical disturbance, or monsoon depressionOn August 16, the NHC began tracking a tropical wave over western Africa. [1] The wave gradually organized amid favorable conditions as it crossed the Tropical Atlantic, and at 03:00 UTC on August 20, it was designated as Tropical Depression Thirteen. [2] Later that day, the system seemed to weaken as multiple circulations were present, and convection faltered due to dry air intrusion. However, at 13:00 UTC on August 21, the depression strengthened into Tropical Storm Laura. [3] This made it the earliest twelfth named Atlantic storm, beating Hurricane Luis of 1995 by 8 days.
