It is proposed that {{ discretionary sanctions}} is changed so that {{discretionary sanctions|t=pa}} changes to split the topic parameter, and the text does not sit transgender alongside paraphilia:

From:

• t=pa: The Arbitration Committee has authorized uninvolved administrators to impose discretionary sanctions on users who edit pages related to transgender issues and paraphilia classification (e.g. hebephilia), including this article.

To:

• t=pa: The Arbitration Committee has authorized uninvolved administrators to impose discretionary sanctions on users who edit pages related to a paraphilia classification, i.e. sexual fetishism, including this article.
• t=trans: The Arbitration Committee has authorized uninvolved administrators to impose discretionary sanctions on users who edit pages related to transgender issues, including this article.
