Born in the city of Tlaxcala, [1] he served two terms in the Chamber of Deputies ( 1964–1967 for the first district of Tlaxcala, and 1997–2000 as a plurinominal deputy), as borough chief of Azcapotzalco from 1976 to 1979, and as governor of Tlaxcala from 1981 to 1987. [2] From 1982 to 1995, he was married to the actress Silvia Pinal. [3]
