This template says that in 1998 the award was split between Mark Tinker for Pilot (Brooklyn South) and Paris Barclay for Brain Salad Surgery. Barclay's own wikipedia page does not indicate he won an Emmy for that, and the one IMDB result for a tv episode by that name was one that aired in 1997 on Chicago Hope, directed by Chris D'Elia. Its IMDB page merely says that it won an Emmy for sound mixing, not directing:
