I understand what you mean, but the template is intended to be in the city's main page. Now some city's pages have regulated that all templates should be posted on another page, now if that's the case, I understand, if not, the template should remain on the city's page, because the
Commonwealth games is a major international event, second only to the
Summer Olympic Games.

While I'm a big fan of the CG, I think we'd have a hard time proving they are bigger than the
IAAF World Championships in Athletics, the
Winter Olympics, or the
Asian Games. And it really depends on the definition, bigger in term of number of athletes, numbers of spectators, numbers of TV viewers, number of countries? But, if there is consensus to keep the template on the main city pages for now, that's fine with me.
