Settlements in the Severn Estuary

One thing puzzles me. The estuary is deemed to start at the second crossing bridge and finishes at a line between Lavernock Point and Sand point. In the settlement templates both Chepstow and Avonmouth are included (both in the estuary) - but Newport and Cardiff are not. Both major settlements are also in the estuary and in fact Cardiff is furthest settlement down river. What is the rationale for this? 21st CENTURY GREENSTUFF 01:34, 15 February 2011 (UTC) reply
