What is the critera for inclusion - and exclusion - of a certain station on this map/graph/template?

For instance, the station closest to Churchill is given as Belcher. But this is only one of several flag stops: in reality the list of stations go Churchill, Tidal, Digges, Bylot, Lamprey, Chesnaye, Cromarty and only then comes Belcher.

Is there something special about a station such as Belcher that merits its inclusion but not others? Reading up on the wiki articles reveal nothing - they're all uninhabited flag stops...
