Clarification for latest edit

I would like to explain a bit about the latest edit. The modifications are largely based on the construction plan published by Urban Planning Bureau of Guangzhou. (I am not sure whether adding a reference in a template will affect the appearance of any page that transcludes it and therefore did not do that.) The plan is not final, subject to review and approval by the NDRC, and changes do occur even after approval (e.g., lines 6, 7 and 9). It is also unclear whether the lines will open in the years designated for construction. Yet this is probably the most authoritative document published so far.
