Support. The template name should correspond to the article it is a template for. I suspect most readers imagine that the "Republic of China" is a government of China, so this usage is unnecessarily confusing.

Oppose the template move, fix the names of the various articles first (by renaming or splitting) before moving the template. Several of the articles cover some period before 1949, so the template name is right for what it covers. Those article should be split into two before renaming this template. --

Support per Kauffner. The template should subject to the main article, ie
Foreign relations of Taiwan. From the moving discussion of the main article, there was no consensus to split the pre-1949 data to another article. The diplomatic missions articles deal fully the contemporary issue, they should also be moved.
