Per https://phabricator.wikimedia.org/T181756 there is a problem with this template in that it enforces dimensions that cannot be handled by a mobile device (620px height and 320px width)

However because its an Imagemap the clickable elements are based on pixel fixed "poly" elements. It would probably be better to create an SVG version of the map as SVG can have clickable elements (I assume these can be transparent) that would give better visual (and other) feedback when hovered over.
