Unfortunately, an abusive user has made the block necessary to protect Wikipedia, even though it does affect innocent people. We, however, have no way to know who is sitting at the computer or holding the phone making edits, only that inappropriate edits came from this IP range. If you know nothing about any inappropriate behavior, you should request the creation of an account for you at WP:ACC so you can avoid getting caught up in blocks meant to target others.
