Hello Wikipedians, I'm Ellen. In the next few weeks, I'm going to be working on this article as part of the U.S. Public Public Policy WikiProject. I'm writing everything in good faith, and trying to only post a little bit at a time. If you have any issues with something I've posted, I'd love to know why (or what I could do to improve it). This is coming along!
