Capital Punishment

I am contemplating an edit to the Capital Punishment section. It may be controversial, so Im discussing before editing. Sen. Harris position on capital punishment has shifted over the years. As District Attorney of San Francisco she strongly opposed capital punishment. As Attorney General of California her office prosecuted capital punishment cases, and opposed efforts to allow potentially innocent persons from accessing exculpatory evidence. As a United States Senator she has co-sponsored bills to eliminate Federal capital punishment, yet would permit the states to continue to go their own way.
