I feel that this is an obviously notable article. First the key words "Actress" "entertainer" "personality" = Notable. Second, this has sources. In fact, the first sentence doesn't establish notability. There are thousands of actresses, entertainers and personalities who are not notable. The sources help, but I differ with your interpretation of what establishes obvious notability. I do wish you'd explain the ZH link. In any case, as I noted on your talk page, it would be greatly beneficial to the article to include what work she did, what TV shows, what films, what is she known for? WP:ENTERTAINER requires some inclusion of this. As it now stands, all of the sources are about the death of her daughter and being the relative of a murder victim doesn't establish separate notability. This woman may be notable in her country for other reasons besides the death of her daughter, but the article doesn't establish that, even with the quotes. Is there nothing available on her professional career besides a few descriptive platitudes? Surely her shows had titles? "I do wish you'd explain the ZH link." - It means that we need to have someone translate the information from Chinese. Taiwan is a Chinese-speaking country so much of the information about Pai is in Chinese. There may be non-notable actresses, but whenever a page says "So and so is an actress" that implies that a person is a notable actress. The problem seems to be that much of the information in English mainly stems from her daughter's death. The solution is to ask the WikiProject China to get information from the Chinese Wikipedia. Anyhow, I feel the first sentence did a good job asserting (emphasis) notability, considering what is implied. There is a difference between asserting notability and proving notability.
