The lead needs to be expanded significantly; give each significant event of her service a mention.
"She displaced 680 tons standard and 750 tons fully loaded" a mistake here, as "standard loaded" doesn't fully work, and the "loaded" being applied to both, perhaps "She displaced 680 tons at standard and 750 tons at full load."
"At the beginning of March 1918, the monitor was ready to sail at sea." change "At" to "By".
In the infobox, you list "four gunboats sunk"; I think at highest it should read "four gunboats pressured into scuttling", or have no mention at all.
During World War II, Mihail Kogălniceanu was mostly active in the first month of Operation Barbarossa, contributing significantly to the withdrawal of Soviet naval forces from the
Danube Delta. Change "mostly" to "most".
The above sentence also needs a citation.
You may want to employ harvard references, seeing as all of your sources have long names, and are used multiple times with different page numbers.
I'd point out that a number of the comments at
Talk:NMS Amiral Murgescu/GA1 apply here as well, including the image licensing issues.

The images are still the biggest issue - we need evidence that they're PD in the US. That will generally require a pre-1923 publication date or evidence that the copyright expired in the country of origin before 1996.

Iazyges: - I've gone ahead and failed the Amiral Murgescu GAN on the image issue - it's probably time to do the same here. As far as I'm aware, Brown Water Admiral isn't interested in removing the images for the sake of GA status.
