So whose propaganda bureau wrote this?

There should be a POV bias tag on this article, this one goes as far as to reference a makeshift "dictator TCG" page for a prominent quote and estimates for the number of victims of another major event in his presidency Also, the article is not written in an encyclopedic manner.
