Jean-Lou Chameau = French engineer + American engineer
Since Jean-Lou Chameau spent a big part of his professional life in the US, we put him in the category of American engineers, no matter whether he officially received the US citizenship or not .
Alfred Belpaire can be considered as well French engineer + Belgian engineer.
