This sentence is hardly understandable: "Carriers with aircraft whose performance does not meet minimum Civil Reserve Air Fleet requirements are issued a certificate of technical ineligibility so they can still compete for government airlift business." —Preceding unsigned comment added by 81.246.200.227 ( talk) 08:32, 27 May 2008 (UTC)
