I'm struggling to find a source to cite for Charles R. Lowell's posthumous promotion to Brigadier General.

I was able to find this mention "Brev't Brig. " Charles R. Lowell, Jr., killed." in this document: Annual Report of the Adjutant-General of the Commonwealth of Massachusetts with the reports from the Quartermaster-General, Surgeon-General and Master of Ordinance, for the Year Ending December 31, 1864 https://archives.lib.state.ma.us/handle/2452/756451

What I'd really like to see is the Promotion Order, Letter from Sherman to Secretary of War, and/or the recommendation for promotion.
