– per MOS:CAPS / MOS:SIGCAPS. These are not proper nouns, and Wikipedia avoids unnecessary capitalization. " Certified emission reduction" is lowercased in this (official) cited source, and NGram results are mixed (also this). " Emission reduction unit" is already lowercased in the Wikipedia article on the subject (and I haven't edited it), and Ngram results are mixed (also this).
