according to Wikipedia:Notability (geographic features), "Populated, legally recognized places are typically presumed to be notable, even if their population is very low." put I understand your concern as also in general, a red link should remain in an article if there is a reasonable expectation that the article in question will eventually be created (per WP:Redlink). Also I did a spot check and the refs does not state that
