Since it include more countries than just Ghana.

2014–15 West and Central African cholera outbreak → 2014–15 African cholera outbreak – I think the current title is longer than it needs to be. There weren't any concurrent cholera outbreaks elsewhere in Africa, so removing the "West and Central" qualifier would not introduce ambiguity. Admittedly, "African" is a bit broad, but not overly so, as the outbreak occurred over quite a large area.
