I spent some time on this and suspect that the article should merge with Jafarabad, Uttar Pradesh. The names appear to be used interchangeably.
The first reference to "52nd REPORT OF THE COMMISSIONER FOR LINGUISTIC MINORITIES IN INDIA" does not clarify anything.

A look at the Google map shows that Zafarabad is located on the Gomti River (not at an estuary) and has a rail line.
