I think the key sentence is;
I take this to mean that some Explorers use the programme as part of the award scheme, but some never join an Explorer Unit but stay in their Group as a young leader. This has always been a problem in the UK. Explorers are organised at District level. Many young people do not want to leave their Group, but the numbers are not large enough to have an Explorer unit effectively attached to the Group. I meet this in the Northern Territory of Australia too. My group for a long while had few Venturers, but the Group 4 km away had a Venturer Unit attached to the Group and hosted the District Rover Crew. Young people from the Group I was with did not want to go there and eventually started a Venture unit, but both died because they were both too small. Being a junior leader lets people effectively stay with the Group they love. That is, I suspect, why it is successful. Bduke is right, Explorers are organised at District level, so some Scouts decide not to move on to Explorer Scouts when they become old enough, but may wish to stay on with their local group and help out as a Young Leader, which is what I do. Some Young Leaders are Explorers, but not all Explorers have to take part in the Young Leader programme. Hope this answers your question, regards, Schumi555 ( talk) 16:15, 6 February 2008 (UTC)
I've removed material from the Explorers page, just leaving a link to the YL page and a summary. I've tried tidying this page up a little too and updated the navbox for YL.
