Is the list still incomplete? It seems that at least one recipient is listed for each year. Does that mean that there were several annual recipients? —

The list is far from complete. For example, there were 12 recipients in both 2010 and 2009, 24 in 2008 and 17 in 2007.

Shlomo Merzel
Horev Principal Rabbi Shlomo Merzel, 79. He was a Yakir Yerushalaim for Education but I don't know what year. (If there are additional sources, there may be justification for an article. Has anyone seen other coverage of him?)
