I would agree that any city council is not automatically notable, but it has been long established as precedent on Wikipedia that any Ottawa city councillor is ipso facto notable (hence why every councillor from the last term has a page). This interpretation is concurred by other, much more senior editors, such as

This has been long standing practice; the idea being that Ottawa is the capital of a G7 country, and whatnot. Plus, I've done lots of research on city councillors for Wikipedia, and there's no shortage of reliable sources on them, going back to the 19th Century. --
