Looking at this article I find that it mistakenly says that William Fitts Ryan (Congressman from NY) coined the phrase "blaming the victim." The author of the article confuses him with another William Ryan, a Professor of Psychology at Boston College, who wrote a book entitled BLAMING THE VICTIM, which popularized the phrase.

Dubious
I suppose it's possible, but I think it's unlikely that Ryan was "the first member of the U.S. House to speak out against the War" [in Vietnam]. If so, it has somehow escaped my attention for all these years. In any event, it's an extraordinary claim, and requires documentation.
