Generally yes but in no way exclusively. It was entirely possible in this period for an officer to reach general rank having never purchased a promotion. I try to avoid saying purchased/earned unless the source explicitly says one or the other

That's what the sources say date-wise. Perhaps it was a higher rank because he was serving a governor? Have checked the Royal Military Calendar: "...the Lieutenant Colonelcy 18th February; in May 1795 Brigade Major to the Western District"
operation on 17 June but with no provisions having arrived to support them this was not accomplished. awkward

Can't find a source that discusses this in any detail. The enlisted men were drafted into the 53rd while the officers and sergeants went home, but can't find a source that explicitly describes the regiment becoming whole again. Even Dyott's diary itself does not mention it, moving from the regiment being quartered at Plymouth after landing, straight to being ordered to Jersey in 1798

Coote's force embarked into hundreds of small boats in the evening of 16 August; during the night half of them scattered and come morning the force had to wait for the remaining boats to return to their positions. This allowed the French to ready defences against the British, and they moved to a different landing point to avoid these. awkward
