Website Down - Should be the past?

On the main website, it either looks like it was infiltrated (unlikely) or it is showcasing the expressions of the website's key person/developer. Shouldn't the article be in "past" tense? Also, if someone has information about its closedown, if it really is closed down, then shouldn't someone have the information? If not, then it should be considered a silent closedown.
