Redirect to War loot
I've seen a number of other stubs in this genre. Many, like this one, have had little development since their inception. The one article that has since the most frequent updates and covers the topic most thoroughly is Looting, though War loot has sort of been split off as a separate article. So, I'm being bold and redirecting this article to there. (This page hasn't been redirected before, so WP:BRD says it should be all right pending any further objection.) Looting and War loot do mention all the points here. But there is one thing. The last sentence regarding art theft and looting during World War II does have two refs that may be useful elsewhere, but it seems a little unclear to me, so I let them be for now.
