Other than the logo in the infobox, everything seems to refer to this franchise as being "Wales & Borders" (i.e. using the ampersand not "and"), including the archived copy of the introduction from the webpage. If this didn't change, I propose to move the article to Wales & Borders (currently a redirect here).
Secondly, the first reference is to the Companies House return for "Cardiff Railway Company" with no mention of "Wales and Borders" (or "Wales & Borders") there. This is the identical return linked at Valley Lines. If the Valley Lines company was the one that became this franchise then it needs some explanation in the text.
