This article says that the Victorian Greens "they are often represented by a lead candidate, who is preselected by the party as the need arises".
While undoubtedly they have eight upper house candidates who are in a lead role, it is not true that all eight of these candidates are in a stronger position than the strongest of the lower house candidates. And while they have one lead upper house candidate for the Senate, I would consider the position of "Leader of the Victorian Greens" to be related to state elections.

May I suggest changing the table results from the lower to the upper house. The upper is where their vote counts and is what it used on Australian Greens. They received over 10% in Victoria in the 2007 election. Timeshift ( talk) 10:27, 6 October 2008 (UTC)
