The street view feature of Google Earth shows a "North 23" assembly at the junction of Weybridge Road and VT 125 in Middlebury, which makes me believe that FAU 5940 is part of 23 and its true southern terminus is at VT 125. – T M F 08:34, 30 April 2009 (UTC) reply

Further notes from the VTrans route logs and videolog:

• There is no "End 23" assembly at the Weybridge town line, while there are assemblies for VT 23 in Middlebury, both at VT 125 and along the FAU highway
• VT 23 is explicitly referred to in the segment-by-segment listing for VT 125 in the 2006 state highway route log
