Reassessed to B class. Note: I switched to a manual header for now. As a table is to organize information, usually if something applies to the entire highway (such as being entirely in Iron County) this is not placed in the table. However, the Jcttop template only has a way to remove the county column, not the location column. For now I've switched to a manual table entry. When I have more time I'll look at updating the template to support removing both columns.
