I don't think merging this article into Alpine-steppe is advisable. Alpine-steppe is a high-altitude grassland, while this article is about a type of montane forest.
I am concerned that it is very difficult to write generically about "upper montane forests" worldwide. The article is currently focused on forests in the Rocky Mountains and the Sierra Nevada (Lassen Park is right on the boundary between the Sierra Nevada ecoregion and the Eastern Cascades Slopes and Foothills ecoregion).
I would propose a different organization of the material: how about starting an article about the Sierra Nevada upper montane forest, and incorporate the Rocky Mountain material into Ecology of the Rocky Mountains? — hike395 ( talk) 11:29, 10 August 2014 (UTC)
