this article need to be clearer or have more links?

hmm. so it could be a publicly traded, NYSE or NASDAQ company, is that right? and anybody in any nation can trade on those exchanges. so, how do they know if the "institutional investors" as they are known are US citizens or entities? and if they are other entities, must we also keep an eye on their ownership according to the same criteria? it hurts my head a little bit.
