US 40 Alternate begins as Baltimore Street at its intersection with Potomac Street, which is one-way southbound, - which street is the one-way?
Baltimore Street continues west as a city street toward the Hagerstown City Park. Baltimore Street runs eastâwest two blocks south of US 40, which comprises a one-way pair of Washington Street eastbound and Franklin Street westbound. - combine

The highway passes under Interstate 70 (I-70) (Eisenhower Memorial Highway) with no access and intersects Poffenberger Road, which leads west to the historic home Valentia. - try to avoid double parentheses
At the base of the mountain, the alternate route temporarily expands to a four-lane divided highway through its half-diamond interchange with I-70 (Eisenhower Memorial Highway), - don't need to say Eisenhower again
The Baltimore and Fredericktown and National turnpikes remained in operation in 1898 and in 1909 when the Maryland State Highway Administration (MDSRC) designated the road between Frederick and Hagerstown for improvement as one of the original state roads. - poor sentence structure
