No, there's no need for merge. Typhoon Vanessa caused enough deaths to say this is notable. And BTW, WPTC is more towards inclusion than it was years ago. That's why pre-HURDAT 1925–1941 seasons got created, Sidowpknbkhihj socks creations got accepted so quickly (including this one), 1940s Pacific typhoon seasons is all gone now (only redirect is what remains), and Pre-1980 NIO article is now Pre-1890 NIO with a lot of articles came out of it. In 2008, these articles would not have been created. E.G. An article on
1949 Pacific typhoon season was

Hold on then, I'll double check for sources. As for your second bit, I don't agree that WPTC was more inclusionist now than before, because in 2008, it was becoming practice for every tropical cyclone in a season to merit an article. Expansion of older season articles is an exception to that trend.
