Garbage class article?

This article does not contain any timeline, its background, what 1st offer and 2nd offer and both parties responses, and final break off process. It seems like someone's propaganda statement. Rewrite

I've rewritten what was originally here as the original article was obviously written by a non-native English speaker. I won't go as far as the above comment, but the article definitely has significant issues, including no discussion of the course of the actual negotiations and a one-sided emphasis on China. -- Cckerberos ( talk) 20:30, 16 May 2015 (UTC) reply
