This sentence "Initial reports have speculated that the toll would be (2007 dollars) AU$3.70. This toll will be more than twice the $2.00 toll as promised by Mr Newman when the tunnel is eventually open." appears inconsistent. Plan or idea?

The article paints TransApex as part of a urban infrastructure plan. However there are few if any planning documents for the city or region which called for five road tunnels to be built preceding its development. A better way to characterise the project is as a political initiative as explained on page 11 of the book A climate for growth. I propose that the use of the word 'plan' to describe the project as a whole be replaced by the word 'initiative'. - Shiftchange ( talk) 07:42, 27 October 2013 (UTC) reply
