I do not think this article satisfies "notable person" requirement. He served an administrative role in an organization and helps children with math competitions.. nothing notable here.
Answer to question: Well, I think he is more notable than basketball coaches (he is actually teaching kids something that is useful to society) and yet there are pages about them. So I think that this page is fine.
