Gillespie/Vancouver biography?

Failed spy or Traitor?

Concerning his trip to France in 1799, the note at http://www.leighrayment.com/peers/peersC1.htm says Camelford was found with a note of introduction to France's then-leader, which suggests skullduggery; another source. I have read (sorry but I forget which book) says Camelford claims he was trying to steal French charts.
