What happened to the southbound traffic before 1995?

Prior to 1995 the current northbound bridge (built 1963) carried traffic in both directions. It was 3 lanes each way and severely congested. After the erection of the second bridge adjacent, the 1963 bridge became one-way with increased capacity.
