Once again I see this article has been listed for deletion. I am at a loss to explain why and would appreciate further clarification as to how it violates any policy. As far as I can tell, articles describing organisations of similar purpose and notability already exist on Wikipedia; there's even a page listing them. The article I have added in its current form merely states the purpose of the HBSA in a neutral manner, whilst linking to one external source that justifies a particular claim in the article (advice in the formulation of UK firearms law).
