If tantalite comes from all these other countries--including Brazil and Canada, why is it blamed today as a source of war and mass rape in the Congo? Supposedly all these horrors are taking place in the Congo because of the minerals needed for cell phones. Is tantalite really a factor in the war in Congo today or not?

Yes, there is and has been serious conflict in the DRotC. Yes Tantalum is a major part of the export economy of the DRotC. So naturally, some of that money is going to fuel the conflict. Does the Coltan in the DRotC represent a major proportion of the worlds Tantalum (Or Niobium) production? No. Not at all. It doesnt need to form a large part of the world market to form a large part of the local economy, especially in a country like DRotC. So dont throw away your cellphone in disgust just yet. People are understandably upset about the conflict there though, and tend to resort to hyperbole.
