This submarine was built in Germany, to a German design, in 1937–1938, as is made clear in Conway's All The World's Fighting Ships. Only Yildiray of this class was made in Turkey, and appears to be the first submarine built in Turkey. Note that Batilray was to a different design for a minelaying submarine, although ordered at the same time.

Also I see that it has been decided to ignore the fact that Batilray was to a different design and therefore not part of the same class.

Well, according to this source,
[1] Batıray was indeed a different type of Submarine. As for the shipyard, neither claim is exact. Batıray and Saldıray were built in Germany and Atılay and Yıldıray were built in Turkey.
