Plurality block voting as election system.

I am not sure this best describes the system used. Voters only have 1 vote for one candidate at each election for Swindon Borough Council. Instead of the whole council being up every 4 years a 3rd is elected per year for 3 years, with the 4th year having no election. It's better described as a modified first past the post.
