The scholarship behind this article seems extremely dubious. For a start, a country is not fully democratic if it does not let non-citizen permanent residents vote? Secondly, the reason Canada did not score so high was because minority voters did not vote according to their demographic and elect minority candidates, yet the fact that Canada's influential legislative upper house, the Senate, is not appointed by the people was not a reason.
