As of the current date, "The Practice Of Oil Painting And Drawing" by Solomon is available in HTML for online viewing at: http://www.painting-technique.com/painting_22.html and the web page: http://www.internet.is/b22/books/default.html offers a download of an html/jpeg version (by clicking on the image of the book). I have not personally downloaded that version.
